Just how this would be enforced is not known, but what is known is private sector calls to return to the office are not working well at all.Reports are that while many companies are calling employees back to the office, the data suggests that not everyone is fully returning, with a significant number of people still opting for hybrid work arrangements or resisting full-time office presence due to factors like preference for remote work and concerns about commute times; essentially, the return to office is happening gradually and not universally across all employees.So, what should Oakland do to get employees to come back to work? Pick two days of the week, Monday and Friday, where meetings and special lunches and gatherings are held, and then leave the middle of the week for stay-at-home, using remote work technology to assist.Meanwhile, the City of Oakland must form a plan to build housing for Oakland workers that’s close to Oakland City Hall. A true college campus style where there are apartments for City workers who can and want to live downtown and close to work, so they can walk, rather than drive. As to just how many units, ultimately, 500 to be effective. They could be spread out in buildings within a radius of a half-mile from Oakland City Hall.Oakland should also have live-work conversion programs for offices that would lose tenant space and can benefit from having apartment units. The way to pay for this is to make Downtown Oakland itself an Enhanced Infrastructure Financing District, and use tax increment financing to pay for this as part of an overall program of downtown revitalization.Stay tuned.
